Who owns the library?

Who owns and operates Norwalk Public Library? The library's board of trustees and its levy committee recently provided information to set the record straight on who operates and funds the library — and who doesn't. Norwalk Schools does not own the library, nor does it provide or control the budget and spending for the West Main Street facility, the levy committee said. How it started Like many other libraries in Ohio, including all in Huron County, Norwalk Public Library is defined in state law as a 'school district free public library.' That label refers to the library's origins a century ago rather than a current relationship. The local school board has no say in the funding or operation of the city's library. Under a statute passed in 1947 by the Ohio Legislature that codified a common practice, school district libraries have their own seven-member boards of trustees and their own budgets to pay for staffing, books and programs. Norwalk's library has been a school district free public library since 1926, when the local, private Young Men's Library and Reading Rooms Association, Library Association and Firelands Historical Society agreed to the change. The switch allowed state financial support for the library and service to all district residents. What's the connection? Local boards of education are connected to school district libraries in two ways, noted Joyce Dupont, treasurer for Norwalk Schools. One link is that boards of education must approve the appointment of new members to a library board, but those members cannot be current or immediate past school-board members. "And the second is that between the two, the school board is the actual taxing entity that puts a levy on the ballot for voters in the Norwalk City School District when that's requested by the library trustees," Dupont explained. "Those are the only two connections the school board has with its local library under the 'school district free public library' statute." Dupont added: "Norwalk City Schools has no role in financially supporting the library, no say in how the library is run or how the library board makes decisions, provides programming or spends its own money." Assertions that the library "belongs to the schools" have come up in recent months and stuck around in conversations because a library levy appeared on the November 2025 ballot, the levy committee said. Upcoming bond issue The bond issue on next month's ballot would fund renovations to the 121-year-old Carnegie building and construct an addition next door at 38 West Main St. According to the Huron County Auditor's Office, the bond levy will cost $5 per month on $100,000 of assessed property value, or $60 annually, and will raise $14 million. Proceeds from the 1.7 mill bond levy will be used for interior accessibility upgrades, including a new elevator, and a new structure to be built on the adjacent site at 38 West Main Street, replacing the 75-year-old former retail space. An annex will join the two floors of the Carnegie building for level access throughout, plus provide larger rooms for public gatherings and dedicated areas for groups of patrons. The 30-year levy will generate $25 million, with the extra $11 million paying interest on the $14 million the library will use for the project, and is not available for further spending. The library's board of trustees is headed by Ryan Winkler, president. Other members are Patrick Spettel, Phil Oglesby, Sharon Ralston, Kathy Root, Nickie Schwan and Ryan Bowers. The levy question lost by 90 votes last fall, and the library board then put the issue on the May 5 primary ballot. The library's status as a 'school district library' means that all registered voters who reside within the Norwalk City School District are eligible to vote on the levy. Spettel, who heads the Library Levy Committee, emphasized that patrons from across Huron County use the library but only those who live within the boundary of the city's public school district will see the levy issue on the ballot. "That's just how it works under state law," Spettel said. "The library's board members oversee the budget and make decisions on how the library functions. It's the same set of rules for all the libraries in Huron County — none of the other libraries is 'owned and operated' by the schools, either." Funding for day-to-day operations at the library is provided through the state's Public Library Fund, donations and grants. For fiscal year 2026, the state's legislature cut $25 million for libraries, dropping to $479 million from the previous year's $504 million. Lawmakers also changed the funding from a percentage of the General Revenue Fund's tax collections to a lump sum. Local libraries across Ohio receive their state Public Library Fund payments monthly. The exterior renovation project currently underway at Norwalk's 1905 Carnegie building is funded by a separate, one-time $400,000 grant from the State of Ohio. Norwalk was one of only two libraries statewide to be awarded a 2024 grant and had to commit the money to a project by the end of 2025. Quality Masonry of Marion, Ohio, is repairing sills, lintels and other exterior building features and has removed the massive front staircase. Fixing the deteriorating exterior of the 121-year-old building and replacing the steps was critical to avoid further structural problems, Spettel said.
