Library asks for levy

NORWALK — The Norwalk Public Library intends to place a levy on the November ballot. The proposed levy is a 1.7-mill, 30-year property tax that would raise an estimated $844,160 annually, or about $25 million total over the levy's lifespan, according to a news release from the library. According to the release, the owner of a $100,000 home would pay an additional $60 per year on their property taxes. According to Miranda Jenkins, assistant director of the library, the money would enable the library to be upgraded to more modern standards. "That investment would help transform the library into a modern, vibrant community hub," Jenkins said. Specifically, the proposed project would: • Preserve and renovate the Carnegie building at 46 W. Main St. • Construct a new two-story addition on the adjacent lot at 38 W. Main St. There are three goals for the funds "creating more space for the community, improving accessibility and rehabilitating the building," according to the release. Although the library has been modernized over the years, according to Jenkins, there are still issues that need to be addressed. "We have outgrown our existing footprint, which means limiting program attendance and turning away local nonprofits and organizations who need meeting space," Jenkins said. "The elevator is unreliable, the ramp is too steep for some to maneuver, and our restrooms don't meet modern accessibility standards." The levy would provide the funds to upgrade the library into the future. "This project aims to fix all of that, making sure our library is not only functional, safe and welcoming for every member of our community right now, but for many years to come," according to the release. The plan According to the release, in 2023, the library brought in Bostwick Design Partnership, a Cleveland-based architecture firm with expertise in library design, to conduct a complete building assessment. "Their study covered everything from electrical and mechanical systems to space utilization to structural integrity, and it was all done with a commitment to honoring the historical significance," Jenkins said. The library also plans to demolish the current building at 38 W. Main which was constructed in 1953. According to Jenkins, the current building is in such disrepair that demolition is a better option than renovation. The library was able to secure a State Capital Grant of $40,000 last year, which will be used to "redo the front steps, repairing the dome and completing masonry work." Levy committee Residents are invited to join a special committee to participate in the planning of the project, according to the release. "To support public awareness and engagement, the 'Citizens for the Library Levy' Committee revived their group," the release states. "Ten members have already joined, but they welcome any others who are passionate about the library's future to attend a meeting."
