Doc indicted for alleged opioid thefts at Fisher-Titus

A doctor has been indicted on multiple felonies in connection with the suspected theft of opioids from Fisher-Titus Medical Center.Dr. James A. Marsh, 46, most recently of 32 Oakfield Drive, Milan, is charged with seven counts of deception to obtain a dangerous drug in connection with incidents from Jan. 1, 2015 through Feb. 26, 2016.He also was indicted on eight counts of theft of drugs stemming from incidents on Nov. 24, 25 and Dec. 7 and 16, 2015 plus Jan. 1, 3, 17 and 30, 2016. Marsh also faces eight charges of illegal processing of drug documents in connection with incidents on the same dates.At about the same time as the suspected crimes, Marsh entered into a consent agreement with the Ohio Medical Board in lieu of formal proceedings for deception to obtain a dangerous drug.The board, in the agreement, said it could limit his ability to practice because of "habitual or excessive abuse of drugs." Marsh's license was suspended for a year before it was reinstated on a probationary period in July 2017.As part of the probation, he was required to have drug and alcohol screenings, obey all laws and complete a chemical dependency treatment course, among other conditions. If Marsh violated any terms, the board could move forward with any proceedings related to suspected violations of Ohio's laws.Tessie Pollock, a spokeswoman for the board, couldn't say if the charges filed in Huron County were related to the same conduct that led to the agreement and if the charges were filed after an alleged violation of the agreement.Marsh has a summons to appear for an arraignment Aug. 12 in Huron County Common Pleas Court.Marsh, who graduated from West Virginia School of Osteopathic Medicine in 2007, is listed as anesthesiology specialist.Marsh is not on the current list of physicians on the Fisher-Titus website.His profile on a medical services website states Marsh "affiliates with Fisher-Titus" and cooperates with many other doctors and specialists "without joining any medical groups." His time as anesthesiologist at Fisher-Titus began in July 2011 and ended in February 2016. He was an anesthesiology resident at Cleveland Clinic from June 2007 to June 2011.Prior to medical school, Marsh served in the Marines from 1991 to 1997. Others indictmentA suspected sex offender also was indicted Friday by a Huron County grand jury.Roy L. Adcock, 66, most recently of 41 E. Washington St., Apt. 11-E, was charged with two counts of gross sexual imposition. Court records indicate the Norwalk Police Department investigated the suspected incidents which reportedly happened between June 15, 2017 through Oct. 31, 2018 involving a victim who was younger than 13.Here are 10 other defendants who were indicted Friday:• Daniel A. Bishop, 51, of Chatfield, on tampering with evidence, aggravated possession of methamphetamine and illegal use or possession of drug paraphernalia, all in connection with an April 23 incident• James D. Brant, 64, most recently of 102 Newton St., on permitting drug abuse in connection with an incident from Dec. 13 through Jan. 18; four counts of trafficking in a fentanyl-related compound stemming from controlled drug buys on Dec. 11, 13 and 19 plus Jan. 18; and one charge of possession of a fentanyl-related compound in connection with a Jan. 18 incident• Joseph N. Burkhart, 32, most recently of 227 Madden Ave., Bellevue, on aggravated trafficking in methamphetamine in connection with a Jan. 9 controlled drug buy when a juvenile reportedly was present• Dustin A. Hanson, 35, most recently of 206 S. Main St., Willard, on having weapons while under disability and receiving stolen property, both in connection with a June 25 incident• Gregory S. Lee, 50, of Huber Heights, on grand theft in connection with an incident from Feb. 25 through April 1, 2018 involving multiple checks totaling $29,000.• Felina E. Lewis, 59, most recently of 23 Newton St., Apt. 4-A, on permitting drug abuse in connection with an incident from Dec. 18 through Jan. 18; three counts of trafficking in a fentanyl-related compound stemming from controlled drug buys on Dec. 18, 19 and Jan. 18; and one charge of possession of a fentanyl-related compound in connection with a Jan. 18 incident• Adam E. Norman, 25, most recently of 143 Norwood Ave., on assault and resisting arrest, both in connection with a Feb. 23 incident• Geraldine Tuttle, 61, most recently of 716 Park St., Willard, on permitting drug abuse, possessing drug abuse instruments and illegal use or possession of drug paraphernalia, all in connection with a June 24 incident. If convicted of permitting drug abuse, she could be required to forfeit the Park Street property to the state. The possessing drug abuse instruments charge, a first-degree misdemeanor, comes with the specification that Tuttle was convicted Sept. 15, 2015 of trafficking in heroin through Huron County.• Roger L. Tuttle Jr., 37, most recently of 716 Park St., Willard, on permitting drug abuse, possessing drug abuse instruments and illegal use or possession of drug paraphernalia, all in connection with a June 24 incident. If convicted of permitting drug abuse, he could be required to forfeit the Park Street property and a smart phone to the state. Tuttle's possessing drug abuse instruments charge comes with the specification he was convicted Nov. 21, 2007 of possession of cocaine through Huron County.• Joshua A. Whitaker, 31, most recently of 24 Bank St., on trafficking in heroin in connection with a Dec. 21 controlled drug buy in the vicinity of a juvenile, possession of heroin and permitting drug abuse, also from the same date.
