Green Circle project ready to take off

NORWALK — Green Circle Growers still start on their Cline Street project as soon as their plans are approved by the city. The property will be home to quadplexes to home seasonal workers employed by the Oberlin business. Aaron Osborn, director of public works, said the city received the plans Monday with corrections the city suggested. "They sent them back, so I have to take a look at them," he said. "Once we look at those and everything looks good, then they will be able to proceed and pay all the fees." The project's permit fees are $48,875. While a portion of the funds will go into the city's general fund for zoning permits, $42,500 will go toward the park and recreation acquisition tax fund. The fund is used for park improvements. Norwalk Mayor Dave Light said when the fees are paid, he plans to use the funds to build restrooms at Suhr Family Park downtown. "It's beautiful out there but there are no restrooms. My goal is once this money is added, we would have enough for the restrooms," he said. "I have to take it to council to get their blessing. That is a huge part of improvement for the downtown." Green Circle also granted the city an easement to install a sewer line on the west side of the property. By granting the easement, the city will save close to $850,000. Osborn said the sewer lining project will not impact the progress of the city's sewer projects. "The actual city's sewer line project won't go out to bid until the late fall, early winter," he said. "I'm not sure when they're starting construction, but I think they want to start shortly after they pay the fees." Light said Green Circle plans to have the project completed and have residents by the beginning of November. "That's a very aggressive timeline to have everything completed," he said. He said it's still unclear if the city of Norwalk will receive income tax from the residents at the Cline Street property. While the workers will live in Norwalk, they will be taken by bus to the worksite in Oberlin. "We're still in limbo. I certainly hope so, it would be a significant addition to our general fund. They will pay property taxes every year," Light said. "We're keeping our fingers crossed that something can be worked out." He said the Norwalk area is already preparing for the new neighbors. "St. Paul's church is taking an active role in helping accommodate their spiritual needs, as far as holding Mass for them, helping with transportation," he said. "There are people preparing behind the scenes for their arrival to make a smooth transition." Light said Kelly Lippus with the Norwalk Area Visitor's Bureau is creating maps to guide new residents to grocery stores, churches and other shops.
