Prosecutor: Ex-Jefferson Emergency Rescue District employee worked side job while on duty

JEFFERSON (TNS) — A former Jefferson Emergency Rescue District employee has been indicted and accused of earning money elsewhere while on the clock for the district.

Eugene Carter, 51, of 1398 Ohio 7, Pierpont, was indicted this week by the county grand jury on one fourth-degree felony count of theft in office and one fifth-degree felony count of falsification in a theft offense.

"Carter is alleged to have falsified his time cards while employed with (the district) between July 2012 and July 2016 by failing to 'clock out' from (the district) before physically leaving his employment with (the district) in order to work and be paid as an instructor for University Hospitals," according to a Wednesday release from county Prosecutor Nicholas Iarocci.

After receiving an anonymous report about Carter's activity, the state auditor's office conducted an investigation, calculating Carter was overpaid more than $1,000 in public funds during his time spent working elsewhere. The audit identified 13 transactions totaling 59 work hours Carter claimed from the district.

Village Mayor Judy Maloney, council's representative on the district board, said Wednesday that Carter resigned from his position effective Jan. 1, but didn’t provide a reason for stepping down. Maloney declined comment on Carter's theft charges.

“Public officials are held to a higher standard,” Iarocci told the Star Beacon last week. “And that means not only elected officials but any public employee.”

Carter has been issued a summons and is set for arraignment April 19 before Ashtabula County Common Pleas Court Judge Gary Yost. He doesn’t yet have an attorney listed in online court records.
