Commissioners approve operating levy for DD board

The Huron County commissioners have approved a resolution that indicates the board of developmental disabilities (DD) needs an operating levy on the November ballot.

The levy, according to the proclamation, is “an additional tax in excess of the 10-mill limitiation” for the purpose of providing for the operation of community programs and services” and/or “the acquisition, construction, renovation, financing, maintenance and operation of the developmental disabilities facilities.” The DD board passed a resolution June 19, requesting the commissioners “seek voter approval of an additional tax levy.”

By passing the resolution Tuesday, the commissioners asked Huron County Auditor Roland Tkach to certify the current tax value and “the dollar amount of revenue that would be generated by the levy if approved by the voters.”

Tkach said he computed the levy numbers Thursday — a 1-mill, five-year, new tax that will generate $1,147,158 annually. If the levy passes, the first payment would be in 2019.

“To me, it looks like a current expenses levy, so it will go into their general fund,” Tkach said. “This is new.”

Board of DD Superintendent Kari Smith said the levy is needed “because our expenses are outweighed by the funds from the state and federal government.

“Our enrollment numbers are significantly up,” she added. “We continue to get cuts from the state. We’ve run as lean as we can.”

If the levy passes, it would cost the owner of a $100,000 home $35 each year and a homestead resident $26.50 annually.

The last time the board of DD went to the voters was Nov. 3, 2015 for a 1-mill, five-year current expenses levy, which passed and expires with tax year 2020.

In other DD board news, the commissioners approved the resignation of board member Colton Wilson, of Norwalk. He was in his second year on the board.

“He had to resign due to medical reasons. He will be missed,” Smith said.
