Reward money offered for tips leading to arrest of fugitives

Authorities are offering between $500 and $1,000 for information leading to the arrest of any of the top eight fugitives.

Between Jan. 1 and July 15, 2018 the Richland County Division of the Northern Ohio Violent Fugitive Task Force (NOVFTF) has arrested more than 285 fugitives for charges that range from murder to drugs.

All eight of the fugitives pictured here have been on the run for more than six months and the NOVFTF is offering between $500 and $1,000 reward for each of them.

The charges on these eight fugitives vary and Task Force Officers (TFOs) are asking for the public’s assistance by providing information and offering reward money.

Authorities say paying out reward money for information now saves TFOs time and other resources that would be continuing to be spent to locate these fugitives later. The sooner TFOs receive the right piece of information that leads to a fugitive’s arrest, the sooner that fugitive is off the street and the sooner that TFO can move on to the next case.

Here are details about the eight:

Marvin Powell

Age: 47

Description: 5-foot-8 and 180 pounds

Details: Powell is wanted by the US Marshals and Ohio Adult Parole Authority on a Jan. 17 parole violation on an original charge of rape and by the Richland County Sheriff’s Office on an April 11 indictment and arrest warrant for failure to register as a sex offender. Powell has an extensive and violent criminal history and has ties to Mansfield, Northern Ohio and the Buffalo, N.Y. area. Powell is currently not registered anywhere in the United States as a sex offender, as required by law. A $1,000 reward is offered for information leading his arrest.

Terrance Jones

Age: 26

Description: 5-foot-4 and 140 pounds

Details: Jones is wanted by the U.S. Marshals and FBI on an Oct. 18, 2017 federal indictment and arrest warrant for manufacture, distribute, possess a controlled substance, attempt and conspiracy. Jones is also wanted by the Ohio Adult Parole Authority on a Nov. 28, 2017 parole violation, on an original charge of dangerous drugs. Jones was part of the October 2017 drug sweep and may have fled the Mansfield area back to Chicago. A $1,000 reward is offered for information leading his arrest.

Quartiz Mitchell

Age: 30

Description: 6 foot and 150 pounds

Details: Mitchell is wanted by the US Marshals and Richland County Sheriff’s Office on an Oct. 11, 2017 indictment and arrest warrant for improper handling of a firearm in a motor vehicle. Mitchell has ties to the Canton and Stark County area. A $500 reward is offered for information leading to his arrest.

Jesse Anderson

Age: 40

Description: 6-foot-2 and 175 pounds

Details: Anderson is wanted by the U.S. Marshals and Ohio Adult Parole Authority on a Feb. 15, 2018 parole violation, on an original charge of dangerous drugs. Anderson has an extensive and violent criminal history and has ties to Mansfield and possibly New Mexico or Minnesota. A $500 reward is offered for information leading to his arrest.

Sam Powell

Age: 60

Description: 5-foot-10 and 165 pounds

Details: Powell is wanted by the U.S. Marshals and Richland County Sheriff’s Office on a March 20, 2017 bench warrant for probation violation, on an original charge of aggravated burglary. Powell has ties to the Mansfield and Columbus area. A $500 reward is offered for information leading to his arrest.

Christopher Harris

Age: 33

Description: 5-foot-8 and 170 pounds

Details: Harris is wanted by the US Marshals and Ohio Adult Parole Authority on an Oct. 20, 2017 parole violation, on an original charge of weapons under disability. Harris has ties to Mansfield, but may have left the area. Harris has an extensive and violent criminal history. A $750 reward is offered for information leading to his arrest.

James Ray

Age: 40

Description: 5-foot-4 and 135 pounds

Details: Ray is wanted by the U.S. Marshals and Richland County Sheriff’s Office on a Jan. 11, 2018 bench warrant for probation violation, on an original charge of possession of heroin. Ray has ties to and owns a thrift store in the Mansfield area. A $500 reward is offered for information leading to his arrest.

Wesley Miller

Age: 40

Description: 5-foot-10 and 220 pounds

Details: Miller is wanted by the U.S. Marshals and the Huron County Sheriff’s Office on a Jan. 5, 2017 bench warrant for probation violation, on an original charge of failure to register a s a sex offender and by the Summit County Sheriff’s Office on a Nov. 10, 2016 arrest warrant for failure to register as a sex offender. Miller has ties to the Huron County area and Miller is currently not registered anywhere in the United States as a sex offender, as required by law. A $750 reward is offered for information leading his arrest.
